As the principal and founder of TEI Construction & Engineering, Inc., Mr. Fuller has overall responsibility for the firm’s development, operations and financial decisions to ensure the highest level of quality service. Prior to opening his private business, Mr. Fuller served as the Dallas Area Rapid Transit (DART) Senior Vice President for Operations. He acquired over twenty years of diversified experience in executive and senior level management in Administration, and General Mobility programs with the D/FW Surtrans and DART. He has extensive hands-on experience in Public Administration, Operations Management, Facilities Design/Construction, Research, Planning/Development, Economic Analysis, Consumer Participation, Governmental Affairs, and Budgeting and Cost Control Methodologies.

Dr. Wani has over forty years of comprehensive experience in Civil/Environmental Engineering-Progressively more responsible positions from University Lecturer, Design Engineer, Project Engineer, Project Manager and Principal Engineer in charge of projects in Public Works, Aviation and Private Sector. Amy Moore has over 30 years experience in planning, transit and multi-modal transportation planning and project development. She has several years of experience in project management, project evaluation, public involvement, environmental assessments, land use, zoning, economic development and facilities planning and relocation. Amy has held several management and planning positions in the transit industry, where she was responsible for managing rail and system planning, and ridership forecasting efforts for short and long range planning projects. Amy also had an active role in the development of effective public involvement for rail corridors, station location, and facilities planning. She also worked with federal, state and local officials and served on technical committees for several projects.
Amy has extensive business development expertise in identifying new clients and opportunities for engineering and construction management firms. As a previous business owner, Amy’s business development acumen stimulated growth of her successful business enterprise in the medical and consumer retail industry.

Shad has a Bachelors Degree in Business Economics from Southwest Texas State University. Shad has been with TEI since 1998 holding the office of Finance Manager and was promoted to Chief Financial Officer in 2002. Shad has extensive knowledge and experience in all phases of accounting and business operations and a thorough understanding of corporate finance, including general ledger, bank reconciliation’s, financial reporting. Also, cash flow analysis and reporting, budget planning and implementation, job costing, inventory control, purchasing, asset management involving large capital expenditures, federal and multi-state payroll and tax reporting along with projects that involved government contracts.
Shad has sound knowledge of sales projections, budgets, cost control systems and standardized procedures designed for stable operations and bottom-line profits. He interfaces with public, civic and community groups to ensure project completion within time and budgetary restraints. He also has the ability to accurately read and interpret blue prints and shop drawings, and pays strong attention to detail. Abe has experience working on such projects as DFW International Airport Cost Estimating Management team, also the TRIP program. Abe has worked on the DISD 2008 Bond Program.
